infoScholarship Summary

Italian regional scholarships (Diritto allo Studio Universitario - DSU) are government-funded grants that ensure equal access to higher education. Eligible international students receive 100% tuition exemptions (€0 tuition fee), free campus dormitory housing, free daily canteen meals (Mensa), and an annual living cash stipend between €6,500 and €8,500 per year based on family income (ISEE parificato).

1. Key Regional Scholarship Authorities (EDISU, DSU, ER.GO, DiSCo)

In Italy, public university scholarships are administered at the regional government level rather than by individual universities. Depending on the region where your university is located, you will apply through the corresponding regional welfare agency:

  • EDISU Piemonte: For universities in Turin, Novara, and Alessandria (e.g. Politecnico di Torino, University of Turin).
  • DSU Toscana: For universities in Florence, Pisa, and Siena (e.g. University of Florence, University of Pisa).
  • ER.GO Emilia-Romagna: For universities in Bologna, Modena, Parma, and Ferrara (e.g. University of Bologna).
  • DiSCo Lazio: For universities in Rome and Viterbo (e.g. Sapienza University of Rome, Tor Vergata).
  • ALiSEO / ESU Veneto: For universities in Padua, Venice, and Genoa.

2. Scholarship Financial Benefits Package (€6,500–€8,500/Yr)

Regional grants provide a comprehensive 4-part financial support package:

  1. 100% Tuition Fee Exemption: Total waiver of annual university fees (students only pay the mandatory €16 tax stamp).
  2. Annual Cash Living Allowance: Direct bank transfer between €6,500 and €8,500 per year disbursed in two bi-annual installments.
  3. Free Student Housing: Subsidized or completely free accommodation in campus dormitories or housing stipends.
  4. Free Daily Canteen Meals: 1 or 2 free daily hot meals at university refectories (Mensa).

3. What is ISEEU Parificato & How is it Calculated?

ISEEU Parificato (Indicatore della Situazione Economica Equivalente Universitaria) is the official financial rating metric used across Italy to measure international family wealth.

It incorporates three core variables: 1) Total annual gross income of all family members in Pakistan, 2) Ownership of residential real estate and land, and 3) Movable assets (bank account balances as of December 31st). To qualify for 100% scholarship grants, your family’s ISEEU Parificato index must remain below €27,714.

4. Required Dossier Documents from Pakistan

To generate your official ISEEU Parificato certificate in Italy, you must compile the following family dossier in Pakistan:

  • NADRA Family Registration Certificate (FRC) listing parents and unmarried siblings.
  • Income Tax Returns (ITR) or FBR Wealth Certificates for earning family members for the relevant tax year.
  • Official Bank Statement of all family bank accounts showing balances as of December 31st.
  • Property ownership registry deed or municipal property tax valuation statement (showing covered area in square meters).

All documents must be translated into Italian by an authorized translator, stamped by MOFA, and validated by CAF offices in Italy.

5. Application Deadlines & Ranking Publication Schedule

Regional scholarship portals usually open applications in June/July and close strictly by late August or early September. Provisional ranking lists (Graduatorie Provvisorie) are published in late September, followed by definitive results in November.

Frequently Asked Questions

What is the maximum family income limit for Italian regional scholarships?

The standard financial upper threshold for ISEEU Parificato is approximately €27,714 (or ISPE ≤ €57,000) for Academic Year 2027/2028. Because average annual family income in Pakistan falls well under this threshold, the vast majority of Pakistani students qualify for the maximum scholarship bracket.

Is a high CGPA or IELTS required for Italian regional scholarships?

No! Italian regional scholarships (Diritto allo Studio Universitario) are strictly need-based (financial). High CGPA or IELTS test scores are NOT ranking criteria for the regional grant. Academic rankings are determined purely by university admission criteria.

What documents are needed to prepare the ISEEU Parificato file?

Pakistani applicants must provide: 1) Family Income Certificate issued by FBR / employer, 2) Bank Statements of all family members as of Dec 31st, 3) Property deeds or lease certificates showing house size, 4) Family Registration Certificate (FRC) issued by NADRA. All documents must be attested by MOFA and translated into Italian.
